The VAWD accreditation program is the only one of its kind offering assurances to maintain the integrity of the US drug distribution system.

VAWD Background Information

The Verified-Accredited Wholesale Distributors program, developed and administered by the National Association of Boards of Pharmacy, was created to help protect the public from the threat of counterfeit drugs affecting the United States’ drug supply.

"The US boasts one of the safest drug distribution systems in the world, but the incidences of counterfeit drugs reaching the public have slowly risen over the past few years. NABP recognizes the need to further protect the drug distribution system as access to a global marketplace and the Internet make almost any type of prescription drug purchase possible – not to mention the growing sophistication of today’s drug counterfeiters,” notes NABP President Oren M. Peacock, Jr. “By requiring wholesale distributors to undergo an objective, third-party audit of the facilities’ practices and procedures, VAWD accreditation provides an added level of security."

Launched in February 2005, the program accredits wholesale distributors and assures stakeholders that the company is legitimate, qualified for state licensure, and employing security and best practices for safely distributing prescription drugs from manufacturer to pharmacy practitioner or health care facility. Applicants for VAWD accreditation undergo a criteria compliance review, licensure verification, an on-site survey, and screening through NABP’s Clearinghouse.

In 2003, Food and Drug Administration [FDA] requested that NABP update the Model State Pharmacy Act and Model Rules of the National Association of Boards of Pharmacy, specifically, its Model Rules for the Licensure of Wholesale Distributors,” says Peacock. “FDA immediately supported the NABP plan to create an accreditation program and clearinghouse for wholesale distributors, which was proposed by members of the NABP October 2003 Task Force on Counterfeit Drugs and Wholesale Distributors."

To earn VAWD accreditation, the wholesale distributor facility must be legitimate, validly licensed in good standing, and employing security and best practices for safely distributing prescription drugs from manufacturers to pharmacies and other institutions. VAWD applicants will undergo a vigorous compliance review including an on-site examination of the wholesale distributor facility as well as criminal background checks for designated representatives and other responsible persons and screening through NABP’s National Clearinghouse of Licensure, Certification, and Accreditation. Wholesale distributors’ eligibility for VAWD accreditation is judged in seven key areas: licensure; facility; personnel; record keeping; authentication and verification; returned, damaged, and outdated drugs; and policies and procedures. NABP, through the VAWD program, has developed an accreditation and audit process to maintain the integrity of the US drug distribution system. In addition to the initial on-site survey required for accreditation, trained NABP surveyors will perform resurveys of accredited sites to ensure they qualify for renewal of accreditation.

It is only after successfully completing the application, verification, and site visit process that a wholesale distributor facility is awarded VAWD accreditation. Once a facility becomes accredited, an annual review and reaccreditation process will be conducted. Random site visits are projected for one-third of the VAWD-accredited facilities each year, with all wholesale distributors being visited once every three years to ensure they continue to meet VAWD criteria.

The VAWD accreditation program is the only one of its kind offering assurances concerning the practices and legitimacy of wholesale distributors,” says Peacock. “No other program provides the overarching coverage of as many areas as VAWD, or does so as thoroughly. NABP addresses wholesale distributor practice criteria as defined by state and federal regulators, pharmacists, manufacturers, and wholesale distributors themselves. We accredit wholesale distributors based upon licensure verification, continuous compliance, and on-site surveys. Based on the criteria, manufacturers, wholesale distributors, pharmacies, and practitioners need only look for VAWD accreditation to be assured of legitimate wholesale distributors and professional practices in the distribution of prescription drugs."

    Verified-Accredited Wholesale Distributors (VAWD) is an accreditation program of the National Association of Boards of Pharmacy® (NABP® ) for wholesale distributors.

  • 2. What prompted the development of VAWD?

    NABP developed VAWD in response to the Food and Drug Administration's Counterfeit Drug Task Force findings and recommendation that NABP update its Model Rules for the Licensure of Wholesale Distributors. As a result, NABP revised its Model Rules for the Licensure of Wholesale Distributors, which were originally developed in 1987 to assist states with the implementation of the Prescription Drug Marketing Act, and created an accreditation program and information clearinghouse for wholesale distributors to combat counterfeit drugs.

  • 3. What are the benefits to our customers of VAWD accreditation?

    VAWD identifies legitimate and legally operating wholesale distributors and verifies compliance with state and federal laws for wholesale distribution to ultimately help protect the public from the threat of counterfeit drugs, which could infiltrate the United States medication supply. Additionally, VAWD accreditation relieves wholesale distributors of the burden of seller-to-buyer due diligence as may be required by law.

  • 4. How long will it take a wholesale distributor to become VAWD accredited after the application is submitted?

    It varies. Previous experience indicates that it takes an average of seven months for a wholesale distributor to become VAWD accredited.

  • 5. How often are VAWD facilities resurveyed?

    Once a wholesaler is VAWD accredited, a scheduled on-site survey will occur once every three years. However, NABP may elect to survey the wholesale distributor facility at any time, after giving notice and consulting with the wholesale distributor, if NABP receives information indicating that the wholesale distributor may be out of compliance with any of the VAWD criteria. NABP may also resurvey the facility if it has moved to a new location.
